Is this Lapras worth powering up?
I was lucky enough to hatch a 1738 CP Lapras during the Halloween event, from which I got the tasty amount of 61 candies. It has 75.6% IVs (11/10/13) and Frost Breath / Blizzard as a moveset. I'm now at level 26 and starting to play around more with gyms, so I'd like to know if it'd be worth powering it up as a gym defender (also considering its candies are rare af).

Power it up for sure. IVs aren't that important in comparison to moveset and those IVs are good anyway.
The difference between 11/10/13 and a Lapras with 15 in everything isn't much.
The chances of you getting a better Lapras are very slim. Even assuming you have 9 incubators constantly up to get rid of 2 and 5k eggs, you need to get a 10k egg, hatch a Lapras from the 15/16 possiblities (Europeans can get Mr Mimes in their 10ks), not get Dragon Pulse, and then on top of that, have better IVs.
If you're "unfortunate" enough to get another Lapras that fulfills all those criteria, congrats, now you've got 2 amazing pokemon, and it's not like the first Lapras was useless if it's gotten you some pokecoins and stardust.

Well, after your comment I considered I'm probably not gonna have more than 1-2 incubators running at the same time as I don't spend money on the game, and finding a Lapras in the wild will be impossible - so I decided to just burn about 60 Lapras candies, which I feel deeply guilty about, but my baby is now a 2361 CP monster!
