Lapras FB/B as defender?
Lapras with FB/B is 1.5 tier attacker. I wonder, which tier he will be in the defenders' list? Or may be, he is so bad, that he is even lower than the 3rd defenders' tier?

It's actually not that bad. Based on my own experience, I'd rate it tier 2 or 2.5. Although FB only does 9 dmg vs Ice Shards' 15 dmg, it attacks a bit more often too. Some people don't know how to dodge Blizzard, and a high level Lapras could thanks to its durability be able to launch Blizzard twice during a battle.
It truely shines as an attacker, however. Unless you have too many good ice attackers, I'd keep it by my side if possible. Should you face the luxury problem of having too many FB Laprases, I don't think they'd make bad defenders at all, however.
Ice shard is underrated on attack. DPS and EPS is very close to FB and if you know your opponent and a bit about energy generation mechanics, it's not that hard to dodge with either. My main Dragonite slayer is an IS/Blizzard Lapras.
Best thing: You can fit two IS between a dragonites SW attacks, giving you 30dmg output. For FB it's three attacks giving you 27 dmg output between a Dragonites Steel Wing attacks. Results may vary because of rounding, but to my experience, they are both successful.
Lapras with Ice Shard is the best allrounder, but Frost Breath is easier to attack with and doesn't perform terrible on defense either.
