Most people attacking Lapras would probably use Jolteon or Machamp/Cross to avoid any potential weaknesses. However, I think Lapras stat wise is still solid enough to be a mid tier defender. Personally, I'd rather drop a Lanturn or Quagsire there since they each have few weaknesses, and Grass type attackers aren't crazy common.

Lapras as a defender
I get a ice shard/blizzard Lapras. I want him to be defensive so I use the item to learn new charge move. The ideal case is ice beam. Unfortunately, the result is hydro pump. Is him a good defender? I think many will use fire type or Tyranitar to attack. will this water move become a big surprise?

Hydropump in defense is still fine and fast like blizzard, can knockdown jolteon if it lands, but like blizzard is 1 bar move but lapras is tanky so should atleast launch 1 hydropump or blizzard before faint ofc if it doesnt have low motivation
In the end yeah if it the guy use a fire type or rock, it will be a surprise, but remember if has machamp or jolteon i think he would use those
