If you like Lapras then sure, 89% is plenty good.
If we're talking worth, Lapras isn't terribly useful in the current meta which emphasizes attack. Lapras was great back when you could easily face 5 Dragonites in a row when battling a gym. Nowadays it is barely even worth it to substitute in an ice mon to beat Dragonite unless that Dragonite is at full motivation.
Of course, if Dragonite raids happen, then he's more useful. But again, Lapras' strong suit isn't attack. For max damage to Dragonite in a raid, there are better options. I could see anchoring with Lapras in a Dragonite raid, though.
