The 95 Iv. There will probably be a 150+ cp difference between the two (at least) when they are fully maxed. The amount of candies and stardust to invest in the lower CP is minimal compared to what it will require to max it out. If you're going to power one up, don't even consider the 1500cp one!

I'm guessing it will cost an extra 25ish candies to power the higher Iv, lower cp one up to max, but it will probably be at least 200 candies to power up the low Iv one to max, probably 225 to power the low cp one to max.

Also consider 1500 is usable for prestige against high Dragonites. If you were to power up the 44% 1500cp so that you can attack with it, you would probably eventually decide to power up the 95% to a point you could use for prestige. Might as well leave the 44% where it is useful, and power up the smaller 95% which has better potential.

If you don't have one turn one of those Lapras into a good prestiger. They work great if you keep him around 1600CP or below
