I also hatched a lapras with dragon pulse when the game first came out. I was pretty sad about it after reading. I waited until a week ago and still no second lapras.

I said screw it and powered it up. Don't regret it one bit. It's still a complete monster on defense and offense with dragon pulse, I promise. Many people will tell you to wait for another one. It may never come.

Theres no right answer, but I am happy with my choice.

I have the same Lapras. Its ok. Attack is slow dont use dragon pulse. Use Ice shard and dodge.

Its ok. Frost breath and Blizzard is beast. You are right, you might not ever get a chance at another lapras. so feel free to power it up if you do not have another ice type pokemon

I have two Laprases like this one and they are good too, but not like the full ice Lapras. I hatched 3 Laprases in the same week and only the last came with IS/Blizzard. I would wait more time before use candies on this one.

My first and the only Lapras has the same moveset. At the very beginning I didn't even think about powering it up, until a day I used it to fight against a dragonite with 26xx CP. My lapras is from the egg and has 16XX CP. It turned out to be quite effective against Dragonite. Then I decided to power it up. Finally it is quite true that it also depends on how soon you expect your second Lapras will come.
