Kyogre - Dragon Tail?

Happy new year!

I've learned that Kyogre has the fast move Dragon Tail in Go. How does that make sense, when Kyogre is not able to learn Dragon Tail in the core Pokémon games? (only Aqua Tail)

The same way Gyarados had Dragon Breath (it has been since Gen II that it doesn't learn it), Omastar had Rock Throw and so on. It's just Niantic's lack of deep knowledge about the core games. Anyway, it allows it to be a quite good counter for Rayquaza, so it could be not only due to ignorance...

Kyogre has never been able to learn Dragon Tail in any generation though. The only other examples like that in Pokemon Go were early in the game and were all made legacy moves at the same time with the first move change...

That is actually very interesting. Can't think of another example of Niantic doing this.
I think it's because they want symmetry with Groudon but it doesn't make any sense to break the rules they've adhered so strictly to until now.

Because Niantic is irrationally in love with Dragon Tail. Of the anticipated names in Gen 3, the following all have Dragon Tail:

Rayquaza
Kyogre
Groudon
Salamence

And half of those aren't dragons.

Not to mention Milotic, Flygon, Aggron and the preexisting Lugia (75% of which are also not dragons).

Because nothing says legendary than the same experience over and over.
