With metal claw n x-scissor non of his move has stab, also he has low hp too

He has a high CP now thanks to the recent shift and holds the highest dps for steel moves when only spamming metal claw.
However it is a useless defender due to low tankiness and as an attacker it is specialist (like I said with metal claw) at best. Personally I avoid using it unless I'm just messing about.

Steel is only good against Rock, Ice, and Fairy.
For Rock... why aren't you just using any WG/HP mon?
Ice would be good, but all the relevant Ice defenders are also Water which resists it.
For Fairy... firstly you probably won't find a Wiggly or Clefable in a gym after they got nerfed. Also you'd be better off with a poison mon.
Your best use case is probably Lapras, but he probably won't out perform Arcanine or Flareon.
I tried my ~2300 Metal Claw Kingler against a Lapras and failed miserably. Totally useless in any scenario I could imagine, so I transferred it. I might regret that decision later if an update suddenly makes Kingler a meta-defining mon. But for now, I couldn't take that thing appearing on the first screen in CP sort.
