Having a Kingdra with both Dragon moves is better IMO. And you have a peerless one. Its worth the dust.

It's a very good pokemon, it can resist most types except fairys and dragons, but there is no fairy quick moves and no strong fairy in the game right now, plus you have a dragon moveset so you will be fine. You woud only be vulnerable to Gyarados maybe.
Just be aware that Kingdra won't go far CPwise.

Max it out and put it on a shrine. It's an awesome one. Just don't forget to dodge ur ass away when it's under every attack. It's a mighty flyweight swordsman with killer moves. You have to dance it, not like beating the crap out of someone with Snorlax or 3K Vaporeon. Good luck!

I'd wager it will do exceptionally well against a 3k vaporeon. Double resistance to a weak quick move water gun (now 5 power) means that the quick moves will be tickles, and double resisting the charges will do very well.

It's a good attacker if powered but it could also be a really good prestiger against water types, since you'll have double resistance and you'll also be doing STAB neutral damage.

It's up to you how you want to use it.

Any person with the slightest knowledge of the game should know that a "perfect IV" dragon pokemon with two dragon attack moveset is excellent. So, if you wanna show off, do it properly, show the screenshot instead of saying "oh.. i got one of the best in the game.. should I power him up?"

Meh, matter of opinion. I hardly think it's the best or even one of the best. I wish it was.

You should not power it up.
Send it to professor!!!
