Kingdra w/ dragon breath & hydropum

Water Gun + Outrage is useful, though. DB/HP is not that good, DB generates energy so slow.

that depends on you, if you have a gyarados with hydro or vaporeon, powerup those ones, if its your only pokemon with hydropump you could plus if you think you wont get any hydropump pokemon anytime soon

that is like a legacy gyarados db/hydro but the difference is gyarados hits so harder than that, vaporeon can learn hydro too plus with watergun so is a strong water attacker which has higuer cp, higuer attack and higuer hp than kingdra

that is why people prefer the dragon moveset in kindgra, because it feels like a mini dragonite, even with db/blizzard

however db attacks fast and generate energy fast not that slow, but watergun is faster in energy but db deals a little more damage and hydro is really strong water attack but again, if you have vaporeon with hydro or gyarados, those are better to powerup
