I'm not sure what you would "min-max" use it for.

Maybe attacking a fire, but if you have a WG/HP Omanstar its a better choice.

I hate when I evolve a Pokemon for an attacker and I get mixed moves.

i think the only useable moveset is Db and ourtrage

I don't see any good use for this pokemon.

I feel your pain. I've been anticipating Kingdra since July. I diligently saved candies for it. Then Gen2 hits and I still have to wait for the special evolution item.
Finally evolved it yesterday and it got Water Gun / Outrage.
I mean, sure, Water Gun is fine, and Outrage is great, but those 2 moves do not belong together as a set, especially on a Pokémon that I had to wait that long for.
