That is impossible at the moment unless that trainer has 2 accounts. Sadly low level trainers are getting the short end of the stick in gym placement and etc.This Chansey event does not seem to be helping them out. Just from experience I saw a level 21 trainer today struggling to take down a 1.2 k Chansey continuously timing out. I helped that trainer mow down the gym and she placed a 1.3k CP Omastar. Feeling bad for her I decided to train up the gym and drop a 1k Chansey hoping lol that helps them out.

My advice is to just level up faster...People say lvl 30+ levels don't matter, but IMO, it matters even more since you can power up 2 more times per level and 100CP (generally 2 levels of powerups) can mean the difference between the top part of the gym or bottom rungs in more stable towers (assuming you have these).
For common mons like Vaporeon, this is a big deal since candies tend to be easy vs. say Lapras so you can always keep your Vaps maxed to your level.
Also, I think the availability of gym spots vs. players as people get higher and higher level will become in smaller and smaller supply so until things change with gyms, try to catch up so you aren't always on the bottom of a gym...For some areas like SF or Santa Monica, I'd guess this will be very hard since there are more Dragonites there and people had a head start, but eventually, the 34+ people won't be able to level as fast so you can probably catch up a little.
Good thing is a lot of players aren't playing that much due to boredom so I've noticed I've passed a lot of people already in my area who were once higher level than me.
Leveling up too fast forces you to miss out on a lot of stardust you were suppose to earn during that level. When trainers are level 30+ they have a easier time getting Pokémon in gyms without wasting dust. Encountering 700+ CP Eevees is not too uncommon and if that evolves into a Vaporeon disregarding IVs that's enough to place into gyms usually landing you bottom 7-9 spots. I would level up while maximizing my stardust acquired for that level or so that was always my strategy.
As a player who started later (in Sep), this doesn't work in my area as much anymore as the bottom of level 10 gyms are now 2700-2800+ so all the mons in there are powered up now over level 30...That being the case, I think it's worth it to spend the dust on higher IV mons in the current gym situation since you can't boost IVs yet, but can farm stardust/candies constantly and for common mons like Eevee for a lot of folks, I think it's worth it to power up even lower level ones (I did).

I've had bad luck with Vaps and have caught over 400 Eevees so far, but only have 1 high CP Vap that I used the name trick on to get.
Unless you want to power up sub-optimal IV mons, having a Vaporeon at level 30 (Perfect IV is 2706CP) is actually not enough sometimes for a lot of gyms so they have to get powered up unfortunately.
Even in my rush to level (lvl 31 now), I've accumulated over 1.4 million dust and am sitting on 700k+ still.

1.4 mill is a pretty solid amount. In Seattle,WA inside the downtown area there are 0 level 10 towers. They constantly being torn down and built up by spoofers. Outside of that in Seattle the entry point for gyms is around 2800K. These are usually your lower level Snorlaxes and etc. But the suburbs the entry point is usually around 2600 or so. This is a great entry level point for lower level trainers with multiple Gyarados w/ high IV and any moveset.

That doesn't quite make sense. You can power up your pokemon to 1.5 levels above current trainer level, so already by level 30 your pokemon can be level 31.5. When you level up to 31, the next 2 powerups yield only half the CP gain that they did up to level 30, so the gain is only <50CP per level, and it is less for Vaporeon (could be as little as 39CP for low IVs). I'm not saying you can't eventually grind higher CP, just that its nothing like as effective as replacing an older 'loved' Vape with average IVs that you have been powering up since you were level 18 with a wild-caught one at level 30 with high IVs. For most people, focusing on finding a Ryhorn nest would be a good option - way more efficient than grinding magikarp, and the easiest way to get a very high CP mon (even higher max CP than Gyarados and the only ones higher are Snorlax and Dragonite)
Yes, 2 power ups would yield about 50CP...
The 100CP reference was more of a general comment in my area that 100CP alone can be the difference between top part of gyms (slots 1-3) or bottom (slots 7-10).
I agree Rhydons are a good way to get high CP defenders and unlike suggestions in many places, I actually power up bad move Rhydons for Gym placement (the easiest way to generate regular dust/coins).
Until another CP reshuffle or changes, this is what we are left with and it's easier to keep multiple high CP species maxed (Gyarados, Rhydon, Snorlax, Vap...) due to candy limits.
I'd like to see more gym diversity as the next guy (hatched 3 Lapras), but until then, this is the environment we play in.
Keep in mind if we take over a gym we prestige it to at least level 7 and I just shake my head at the crap people do.... Not really relevant, but we super team players. I collect on 10 gyms every single day, my better son 8-9 and my college student that doesn't have much time for pokes 1-3. I probably will never do it but it's tempting!
