Thanks to this event I've gotten a couple of nice 90+ IV 15 atk Bulbasaurs and Charmanders (and Squirtles) but without their legacy Community Day moves they are kind of pointless. I'm going to keep them regardless because I collect 'em, but...

Should I evolve them out now for their best obtainable moves or just sit on them in the unlikely hope that those legacy moves are re-released?

I'd keep them. They rereleased the bird trio with their raid day moves, so anything is possible.

I majorly regret evolving only one venasaur on the CD, I didnt get that if you evolved a pokemon at any level it wouldn't affect final CP (someone told me otherwise) so im holding onto my shinies incase they do

I saved a couple of 98% and three 96% charmander for nearly two years. Then, during its CD, evolved only one 100% obtained more recently and one 98%.

If you need the pokedex entry, evolve one. But you may save the rest for a potential return of the special moves.
