kangaskhan outrage pvp

I can't use my kangaskhan charge atack in battle. I tap like crazy and the outrage don't charge. It only happens with this particular mon. Is this happen with some of your pokemon?

Is this charging the attack with your fast move or after you fully charge the move you mean the little 3 second 'minigame' when you tap the move to make it stronger

can´'t use the move after fully charge it. i already reinstall the game and search in other websites for a solution and nothing. don't understand what's going on....
