Yes I would power it up if you have no other better attackers against draginite ie any other ice type good RT/SE golem, another dragonite, maybe even a B/SE Tyranitar so if you have any of those keep it as a prestiger.

FB/Av Jynx is incredible vs. Dragonite. You will be very happy powering her all the way up. Obviously would be a good prestiger too, but because of relative fragility she is better as an attacker. Dewgong and Lapras are the best prestigers.

Actually, I'd advise you not to power it up. 1414 is like perfect prestige CP against a dragonite.

I recommend waiting for a high level shellder to evolve to a cloyster, so you can save some stardust.

But it's up to you. Jynx is quite weak defensively though so as a 'speed attacker' you will still need to dodge, whereas being a prestiger forces you to dodge anyway.
