You want BP/FC as this is currently the best steel attacker in the game, however not the best Psychic. Personally I'd want a 14/15 attack stat so would wait but go ahead & evolve if you're happy with it, will still go well past 3k cp. Have found I've used mine more than I thought I would so maxed it.

Just hatched a 12/14/12 Beldum.
I caught two above-average Beldums back when SGPokeMap was up, walked one over 400km (since switched to Chansey) and hatched two caught-attention Beldums, but this is my first wonder and took me past the 189-candy milestone.
The wait was so frustrating as Granbull and Jynx were then tier 3 raid bosses, my Machamp and Gengar teams kept fainting out against Heavy Slam and Sludge Bomb respectively, my team for the Latis was repeatedly torn to shreds and Gardevoir is a common gym defender.
Equally frustrating is that I am now unable to get revenge against Granbull or Jynx. So any reason not to spend the candy (have 202) and dust (have 1.6M)? If Beldum is featured on Community Day, catching better ones and farming candy should be easy.
More importantly, BP/FC, ZH/Ps or just accept what I am given (unless EQ)? I have 9 CTMs; only other candidates are spare Tyranitars with SD/Cr, a 98% Gyarados with WF/Cr (already have two with WF/HP and one with Bi/Cr) and a 96% Chansey (but I plan to evolve her once I have enough candy to max her out).

I'd say go for it. It's IVs aren't the best to where saving it for a CD is important and it's certainly not the worst so it should fulfill your immediate needs. BP/FC is the preferred moveset for supreme steel offensive and for thrashing Gardevoir defenders, but against Gengar and Machamp raids ZH/P would suit you better. Drop a fast TM to match whatever charged move it learns and only drop a charge TM to get rid of Earthquake.
Dont, scizor's an eqyally good steel attacker because of better moves, and agaisnt granbull its not weak to bite or gardevoir's shadow ball
But if you think you can get a better one on/before the CD, go for it, personally I wouldn't, im sitting on a mountain of candy and good beldum because I got screwed out of evolving 3 more tyranitar because I powered up one
