Typically I look for the IV's first, then evolve and hope for the best on the move set. You can determine from there if the moves & IV's combination is good enough for you.
The more important thing is getting the right moves, but you can figure out the IV's before you evolve so that would typically be the first thing to look for. Hope that helps
