As far as I know, the people that are claiming they got banned because of it were actually botters and spoofers and are just lying about it. But just to be safe, I wouldn't install anything on the phone. There are a couple websites that will tell you, but personally, the game became a lot more fun when I stopped worrying so much about IVs.

I wouldn't use anything that has you log in with your account info but there's countless of "calculators" that you enter info into and they'll give you your IV's or a general range/idea of the IV's that is completely safe and they cannot track at all.
I was using a website, that since got removed/shutdown, it had me log in and it would have access to list all my pokemon on that account and each of their IV's would be accurately displayed. 13/14/15 etc... now those type of sites they are trying to remove and ban for.
Not simple calculators.
This right here is my old go to and as far as I know it still works accurately in determining IV's.
