IV question

If you desperately need a powered up Kyogre and have the stardust/candy go for it. If you can wait a while then chances are Kyogre will return to raid battles and you might catch a better one. You could also trade Kyogre's with someone else in the hope of getting a better IV one.

13/14/14 is pretty solid, but not perfect. The question is, do you expect to get a better one in a reasonable period of time? Do you have a lot of Kyogre candy or will you be converting a lot of rare candy? How's your dust situation? Balancing all these considerations will let you know the best course of action. Consider what else you'd spend the dust/candy on. How many times will you do a raid or a gym battle and say to yourself, "A powered up Kyogre would have been really useful there"?

The people who are IV fanatics say that you totally need a 15 attack and as close to 100% as possible. While 100% is the best, a 13/14/14 (ads) Kyogre will still hit really hard, and in maybe 1 in 5,000 battles, you'll just lose the battle where a 100% would have just won it. So, for the other 4,999 battles, it will have been a good investment.

Further, Kyogre is a strong enough pokemon that you want many powered up, and if you power up this guy and then get a better one, heck, that's a great problem to have, power that one up too. I'd do it if I were you, provided the needed resources aren't super scarce.
