just messing with you. I would say spend stardust on pokemon that you like as long as they have great to perfect iv.. anything above 90% perfection is nice.
It is Certainly possible to catch something with great ivs at a lower level, especially if you hatch something good. Pokemon from eggs tend to have better average ivs than wild pokemon
