IV calculator question

So today I calced two Geodude. Both of them are at level 20. Geodude A has a CP of 468, while Geodude B has a CP of 465.

However, the calc resulted in Geodude A having IV's of either 37, 38 or 39, while B had IV's of 39.

If B has similar or higher IV's, how is its CP lower when they are both at the same level?

The easy answer (i.e. without formulas) is that the Attack IV matters twice as much as the Defense and Stamina IVs.

So really it shouldn't be (A+D+S)/45, but (2A+D+S)/60 when you're calculating IV perfectness. The former likely has a better attack stat, but worse overall numbers.

And (with formulas) this is because "Attack" has exponent 1 instead of exponent 0.5, right?

CP = (Attack * Defense^0.5 * Stamina^0.5 * CP_Multiplier^2) / 10
