IV Calculator at lvl 40

Bit confused. Had all my pokes at half under trainers lvl. Hit the magic number 40, was expecting to up them all a couple of times extra but after one power up its complete. The calculator still refers to a 40.5 upgradable setting with use of candy/stardust. So pokemonslvl is actually lvl 39 max?
