IV of Bulbasaur
Long story short, I have enough Bulbasaur candies to evolve a Venusaur. But all Bulbasaurs that I caught are with low IV, also Pikachu, Squirtle and Charmander.
Am I the only one? Or, is it very difficult to catch a wild Bulbasaur, Pikachu, Squirtle and Charmander has high IV?

A current bug is affecting the Attack IV of all pokemon. It's determined by the Pokemon's Pokédex number, the higher it is the higher the IV will be. This is why low Dex pokemon like Starters, Pikachu, Nidoran, Pidgey... Are heavily crippled and can never go over 60-70 % IV while high Dex pokemon like Dratini, Eevee... Are much very likely to be with good IVs. Unfortunately you are forced to hatch the first kind of pokemon until/if the issue is fixed...
Good IV starters are very hard to find. I have tons of Bulbasaur where I work (I'm about to make my 2nd Venusaur), and I've never caught a good IV one. Luckily, I've hatched two Bulbasaurs, and they were good.
I haven't been as lucky with Squirtle. I'm ready to evolve to a Blastoise, but I've never caught a good one, and I haven't hatched one either. I'll probably end up waiting until I hatch one, because I really don't want a ~40% IV Blastoise...
