IV's based on the place we caught?

I made an experiment today. I'm level 27 and have some experience in statistics because of my job.
I will make it short, I was farming in a park which is a charmender nest. After like 2.5 hours I caught 43 charmanders. When I came to home I looked at their IV's and realised that worst charmender has %22 perfection and best charmender has %67 perfection. All 43 of them are between %22 and %67 perfection.
As my in-game experience this is pretty awkward. I already have 2 charizards and both are over %89 perfection from different places (I don't remember where thx to the app-they removed it-).
Do you think it's possible?
