IV 02/15/15 Eggy good for defense?
Question is if the very low Atk IV affect its defense ability in gym despite having max Def and Sta? That is whether it's damage dealt when defending would be reduced in any way?
Am thinking if I should be powering up my 02/15/15 eggy at all? It has perfect def moves - confusion/psychic

Your Exeggutor would probably do nearly as well as a flawless one in defense, as Exeggutor has a naturally high attack stat to begin with. More importantly, since CP is calculated by (Attack+Defense x0,5+Stamina x0,5) your Exeggutor would have below average CP even though his IVs are above 70%.
In a gym situation you may want to maximize CP to deter attackers and avoid being kicked out from lvl 10 gyms. Your Exeggutors IVs are near perfect for prestiging friendly gyms though, as he will be able to take on higher CP pokemon with ease.
Whether or not you want to power up your Exeggutor has to be up to you. He's gonna be tough to beat, but he's not going to scare anyone off with his low-ish CP. Same reason I have decided not to power up my Poliwrath even though he is an amazing defender.
It is worth powering up if you are not waiting another 95% IV eggy with the same moveset.
Having more Def and Stamina and less attack in IV is actually good for Eggy because it has more basic Attack and less basic defense and stamina.
The only problem is that it will have less CP than the others, because CP is weighted in fave of attack. (but that doesn't mean attack is more important in combat!)
