People are gonna start telling you to just raid for a ttar and save the candies and stardust, but if your situation is anything like mine, you probably rarely ever see Ttar raids. I am currently walking a Dragonite and have been able to evolve it from a Dratini and up to a level 28 Dragonite in 2 weeks. In your place, I'd evolve the level 30 Larvitar right away, power it up as far as you desire and then take the lvl 1 as a side project and start powering it up slowly, it'll be worth it in the long run and you have enough candies already.
How much candy and stardust do you have?
Aside from legends, I've been dumping excess rare candy into Tyranitar and Dragonite, so I have quite a stockpile of both. In my position, I would evolve the 100% and use a fast TM if necessary to get Bite in case Bite becomes a legacy move with the Gen3 release. Don't have to immediately power up now.
I would be tempted to power up that lvl1 but you have to figure that's a far greater and much more rare trophy than one powered up.
I would not power up the 84. I probably wouldn't be able to hold off on the hundo either. If you choose to power it up make sure you can max it in one fell swoop. You'll want around 300k dust and 300 candies.
You've got more than enough candy to evolve both. You'll have a third TTar that will be ready (moveset pending) to use immediately that requires no investment. You can use that one while you power up the hundred. As someone else mentioned you probably want to evolve sooner rather than later so you can get the moveset you want before Gen 3 release (in the event a move becomes legacy).
