is it worth it
i plan to use these mons for gym defenders.. and they got pretty bad moveset ( i guess)

1. snorlax 82% 12/11/14 or 84% 11/13/14 ZH/HB
2. snorlax 82% 11/12/14 ZH/EQ
3. blissey 91% 13/13/15 P/HB
4. gyarados 91% 14/15/12 DT/HP
which one is the most 'worth it' to power it up? for snorlax i have 53 candies, blissey 1 candy, gyarados 64 candies
for current gameplay, is heavy slam considered the best moveset for snorlax? i know HB is better in theory, but its very easy to dodge it.. should i wait to get the heavy slam one?
and how about my blissey? it is still 'acceptable' as defender?

No HB>HS by far. You get no stab from HS and it's not deceptively quick like BS. Anything that doesn't consist of Physic is a really good moveset for Blissey. Gyarados w/ DT and the deceptively quick HP is really awesome. I'd prioritize Blissey>HB Snorlax> Gyarados I'm not sure I would invest in the ZH/Eq one at all.

Depends how you define "good" defender. Based on maximum CP potential, and thus potential for high gym placement, Gyarados is better than Blissey. A good gym will always have a mix of types anyway and since most level 8+ gyms these days will already have at least one or two Blissey in them already, a well powered up, high IV Gyarados is a great way to place your mon in a secure position. And I know from experience that after fighting through two blisseys and various other mons at a lower level, getting the (now rather sneaky) hydropump full in the face from a high level Gyarados is no joke. Yes they are easy to take out, but actually so is Blissey (its just slow). And if you see the link I posted below, you will se that the same Gyarados is also a great tool for taking down Blissey in the attack role.
I'd skip the Blissey for now until you get more candy (maybe start walking it). But for now I'd put my dust into whichever of the HB Snorlax has the higher current level (CP) . Apart from being a potentially high CP for getting a good position in gyms and still a great real-world defender, that moveset makes a great generalist attacker on Snorlax, because HB does such devastating damage to such a wide variety of foes, and Snorlax is tough enough to take one or two quick moves in return while it slowly winds up. That Gyarados could also be an absolute beast for taking down enemy Blissey as well as having high CP potential for gym placement
