I've been catching bulbasaurs for ages and all of them have sucked. Even during this event, with increased bulbasaur spawns, I've still caught nothing with decent IVs.
I have one good Bulbasaur, who has 89% IVs (13 att, 15def, 12stam). Only problem is that he is only 272cp and the CP bar is smack dab in the center. It would thus take a LOT of candies (which isn't a huuuge problem because I have 300+) and a LOT of stardust to power up.
Is it worth the investment? Is Venusaur a good enough defender to warrant it?
He's a very decent defender with the right moveset.
Alternatively Ivysaur makes a good prestiger against vapes.
It's a lot of dust though. You haven't got anything in the 75%+ IVs with higher cps or are you only happy with very high IVs?
Obviously wait until the event is over to see if you've got a higher cp one to evolve. You could even wait for an egg hatch.

It is currently level 10. If you evolve it all the way to Venusaur, it will be 720 cp. At that size, I would be hoping for Vine Whip+Solar Beam or Vine Whip+Petal Blizzard so I could power it up just a few times and use it for training against Vaporeon and Rhydon.
If you do get a defensive moveset though, its max CP is not too high but it is fun to put into gyms and is pretty tanky. Razor Leaf+Sludge Bomb and Razor Leaf+Petal Blizzard are its two best defensive movesets.
