Is it true that you get more TMs doing L3 solos than teaming up for legendaries?
It seems that way in my (antecdocal) experience, and others have told me the same.
I certainly *seem* to get more TMs from L3 solos, then yesterday, by sheer luck, I got three TMs from a single L3 solo (2 charge and 1 fast). I've NEVER got more than one TM from a raid before...
If this is true, I'm doing more L3 solos - I desperately need more TMs...

What is true is that you get more TMs from Lvl 3 raids and above.
Yesterday, I did 2 Ho Oh raids with my group and got 4 CTMs (2 and 2).
Earlier this week I took my chance on 2 sponsored gyms with lvl 3 raids solo (Porygon and Gengar) and got 1 FTM from Gengar one.
From my experience I get more TMs from legendary raids since they increased the drop rate a few weeks ago. I’d say at least 1 TM every 2 or 3 raids.
It pretty much works like this. When you solo a gym you control you get a max of 14 balls which maximizes your rewards for that gym. But for a lvl 5 it makes it harder because you have to group with people. you may not have control of that gym which drops you down to 12 balls. You may not get +3 damage bonus because of the amount that show up so now your down to 10 balls. You may not have enough of your teammates there which drops you down to 8 balls. Now your rewards are going to be less than soloing a lvl 3 gym because your rewards are based on the amount of balls you receive.

It's really a bit of a toss up now that the rewards have been buffed. Yes, the sheer amount of rewards per bundle is higher for the T4&5. Yes, you're guaranteed the max amount of bundles for soloing a T3.
I personally go for soloing T3s since it's not easy to get a group together in my area, that and, with the exception of Tyranitar, I find many of the T3 mons more outright useful than the T4&5s (I.E. Zam, Champ, and maybe Gengar).
It's always worth keeping an eye out for a T3 that's your team's color if you're just trying to use your daily pass (Ninetails excluded).
