Max out both. I powered up 2 95 15a and now I'm thinking about if I should power up a 3rd or not. I have 2 97 14 attack and a 93 15A. I will most likely power up the 93. If u don't want to max both out at least take it up to 31 to hit last thunder shock break point. Level 30 15a does 72 damage to suicune with wild charge and 4 for ts. Level 31 does 5 per ts. Level 39.5 does 78 per wild charge and 5 per ts. Higher the level the more hp and defense it has so it last a lot longer in raids.

Is it more raikous better?
I want to free up some spaces from my bag which is almost full all the time. Therefore, I can spend some rare candies on legendaries. It seems raikous is the best choice among them (as I have no mewtwo).
I got a 93% 15A raikous at level 30 and anther 87% 15A at level 20. Both are TS WC. What is your view on further level up the 93% one or have 2 level 30 ones?
PS:. Stardust and candies are not a problem. Can max out to level 39.5 if necessary.
