Is it a bug or what?

After long noplay time i recently launch the game and discovered that my pokedex has 2 pokemons who is been seen but no caught. This two are very rare dragonit and exegguter. As i remember i never seen dragonit or exegguter in the wild. And only one person that has access to my account is me. Even if i didnt noticed this two once appeared in nerby window or on the map. I definitely didnt try to catch them. Did someone experienced same occasion as me?
