Why is the initial attack from the attacking pokemon at 99.3 seconds on the game clock? Doesn't it start at 99 seconds?

yeah I know the game has a buffer for attack orders, but the attack itself won't start until 99 seconds right?

Right, and since they don't explain those numbers, those 0.3 looks like the time you can start to order an attack
