I have a doubt, I understand that to get a Community Day exclusive movement what it matters is when you evolve it or catch the final stage of the pokemon, but what I don't catch is if I can evolve my Charmander into a Charmeleon within the event and get the remaining candies after the event ends evolve it and get a Blast Burn Charizard, I don't have enough candies and I don't want to spend Rare Candies in this (but if Charizard doesn't learn it then I'll spend them).
Nope. You have to evolve the Charizard during the event, otherwise you get a random charged move from the current list of choices.
If I were you, I'd go out and keep hunting. The event ends in a little more than 5 hours as I type this. Charmanders are pretty common, and you can also pick up some Beldum, Larvitar, and Dratini.

I'd love to, but where I live it got pretty dark when I wrote the question, it would be extremely reckless going into the dark streets with a phone on hand (don't have Go Plus), so I'll delay it a bit with the app on hoping to get a random charmander at my home, but I prefer to spend 20 rare candies than risking being robbed for a Blast Burn Charizard.

I thought I was done catching, then I went back out to run one more errand before the workweek...caught a 15a/14/15 1027cp level 35 bulbasaur...I already shredded 1300 pre-event Bulbasaur candy (traded some) and I didn't catch many bulbs Fri/Sat...I ran out of pinaps 4 hours ago saving egg spots for walking bonus (at today's trade limit, too)...gonna end up 65 candy short:)
Bright side, this thread is what really got me to go back out bc I had 250 Charmander candy left and no more candidates...caught and evolved a level 29 15a/15/11 and caught/evolved one more shiny (14a), pretty low level but I can start by getting it to 1500cp. My other two shiny BB evolves were level 29 and 27, but no values were above 7 on either one
I concur with the others. Try to catch a bit more. Perhaps you can get a friend/parent to drive you in a subdivision slowly (surely you'd be safe in a car? DON'T DRIVE YOURSELF AND PLAY THOUGH - THAT'S NOT SAFE FOR YOU OR OTHERS). Otherwise, maybe use an incense if you have any.
Make sure you evolve the Charizard before the event ends. It ends at 11pm PST / 2am EST. I'd recommend evolving at least 1h05min before that to be as safe as possible (if they're off by an hour + your clock off by 5min).
I'd say it's worth rare candies if ANY of the following are true:
-You lack any Blast Burn Charizard
-You have BB Charizard, but lack a team of at least 3 fire attackers (including BB Typhlosion, Moltres, and Entei) (there's no immediate need for fire types and you'll get Blaziken community day in the near-ish future).
- The charmander you're looking to evolve is the best IV one you have (including past evolutions of BB Charizard)
- The charmander you're evolving will be your first Shiny BB Charizard
-You lack a 2500CP BB Charizard possibility, and hope to use it for PvP
-You lack a 1500CP BB Charizard possibility, and hope to use it for PvP
In any of those cases, I'd say it's worth some rare candy (you implied 20 elsewhere, that's perfectly reasonable!). If, on the other hand, you're just trying to get a 4th BB Charizard at as high CP as possible to add to your existing 3, probably not.
Would be my first BB Charizard, and the second add on to my fire teams, just have been playing by 6 or 7 weeks so I feel kinda newbie to be honest; so yeah I will spend one of my incense and hope for the best. Any candy I can spare is worth the trade off.
And about the car it can't be, I am the only one that can drive until my uncle heals his hand.
