defending pokemon spammin ice shard does more dmg than spamming icy wind, so yes, icy wind sucks.

Horrible on attack. No point in powering up a dewgong anyways so IVs are not as relevant. Its serviceable tho for training although I prefer a tentacruel with non-Stab blizzard over a dewgong with IS/IW.
