Ice type fast moves

I was checking out the Ice Conglomerate on the Best Attacker of each Type (non-legendary) page, and Frost Breath and Powder Snow seem to be favoured over Ice Shard, for Cloyster and Piloswine.

Is Ice Shard a bad move for offense? The numbers seem to show that it's on par with Frost Breath.

Also, please include Blizzard for Lapras' moves on that list. Ice Beam is legacy, and Blizzard isn't far behind.

Ice Shard has a longer cooldown, and is arguably below average. Blizzard is on par with Ice Beam, though.

My pokebattler sims have ice shard outperforming powder snow.

This is honestly quite a strange result but I'm seeing the same, also for Ice Shard over Frost Breath on Cloyster. It may be that Ice Shard is in just the correct sweetspot for energy gain to maximize charge move usage and deal ok DPS while at it. But I guess someone will do a proper study of it when Rayquaza is closer.
