Ice Beam or Blizzard on Articuno versus Rayquaza?

I TMed my Articuno from Ice Beam to Blizzard. I think it will perform better since Blizzard is faster than Ice Beam, which has a pretty long cooldown. They're probably pretty close in performance. I get that Ice Beam is high damage for a two-bar, though.

Both are okay.

Ice Beam, but only by very little, not worth a TM unless you've got plenty.
