To be honest, Typhlosion isn’t really the best fire attacker to invest in IMO. You can get a Flareon that has much more useful moves with less time/candy spent. I would wait and see if they maybe give Typhlosion some better moves and then make your decision. If you play enough to have multiple Feraligatr and Meganium, then I am sure you aren’t hurting for attackers. If this is simply just to complete the dex and you want a trophy, just evolve the highest IV because you aren’t going to power it up anyway.
I've got a Cyndaquil dilemma...

So as far as Gen 2 starters go, I have multiple Feraligatr's and Meganium. (Thank you, Pinap Berries!) Cyndaquil, on the other hand, has been hard for me to come across. I'm sitting on 85 Cyndaquil candy. A couple of weeks ago, I hatched a 13A/11D/14HP 84% IV, 456 CP Cyndaquil. Yesterday, I was out and about playing the game and I managed to catch a 15A/15D/13HP 96%IV...86 CP!
So, I obviously want the best Typhlosion, but given how much harder Cyndaquil candy are to come by, and how low the CP is of the Cyndaquil I caught yesterday. It will take me a while to get it to a Typhlosion, let alone level it up. And I don't know if he's worth leveling up.

Go for the higher cp one I know you should because where I live bulbasaur and squirtle never spwan granted I have a blastoise due to a nest but Bulbasaur I wasted candies on a low cp 82% bulbasaur along time ago now I have one way higher cp by about 200 but im short 27 candies and it drives me crazy knowing it is because I got to excided about ivysaur also the ivs are only a few percents less
