I read somewhere that the max level of a wild pokemon is 30 (only possible to catch if you are level 30), and you have to power up for the last 10 levels, is this true?

I understand that u can only catch pokemon up to your level, and u can only upgrade up to your level. But what I read is that after level 30, wild pokemon stop getting stronger and you have to power them up to get them from level 30 to 40.

Maybe. But at that level it's really not big a deal. Because you will have tons of stardust to power up any pokemon (e.g. one with high IVs but low CP) all the way to the limit.

I think it kind of matters because the stardust required from level 30 to 40 is about 170k. I just used pokeassistant to find this but basically its because the stardust cost goes up the higher level it is.

You are right about the cost of stardust goes higher. But the point is when you get high levels, it becomes EXTREMELY difficult to level up. I believe on your way from level 30 to 40, you will gather over 5 million stardust.
I'm having this estimate since I'm currently level 27, and I've already powered up 4 pokemons all the way to the limit (lvl 28.5), and some of them was about lvl 20 when caught from wild (all have high IVs of course). I believe I've already spent over 100k stardust on them, but I still have 270k remaining. Keep in mind that I still have a long way to go to level 30, and going to level 40 is 10 times as hard as going to level 30.
