I hatched a 100% a while ago. Will definitely evolve it, but that's it for a long while. Raikou will get that stardust when it finally arrives here.

100% Ampharos will be useful one day, when the gym system is fixed and defenders actually have use and relevance in this game.

In today's attack-centered raid-saturated metagame? No, unfortunately. Zapdos and Raikou require investment first.

If you want a Pokemon that'll perform well in raids, zapdos and raikou are better investments than ampharos.

The people who you raid with aren't going to care about what IV Pokemon you're using.

Ampharos is still quite good, but if stardust is tight then maybe save it as a long term project.

If you're not going to power it up right now to use then I would also wait to evolve it, Ampharos' moves aren't that good, maybe in the future it will get new moves, so you might save yourself some TMs if you're lucky.

Thundershock replacing Charge Beam would make it a better attacker.

Discharge replacing Thunder would make it a better defender.

Spark or Thundershock. Maybe Volt Tackle gets added as a new quick move.

Get rid of Focus Blast for sure, no one wants that and give it Thunderbolt or Wild Charge or Discharge.

Maybe get rid of Thunder too, and then you've got 3 moves with different energy requirements to cater to everyone's playstyle.

Don't do it, save the dust for Raikou. Ampharos is like a C-tier Raikou.

I also wouldn't do it given the dust scarcity and better options. I have a L20 Arcanine, Slobro, Wiggly and Gyardos with perfect IVs that I haven't touched since evolving because the incremental gain to my team isn't worth it.
