Eventually. At least take it to 30 for now. If you don't want to drop all that stardust and rare candy on it right now, maybe just power it up whenever it faints instead of using a revive on it. I'm doing that right now with a perfect Machamp currently at 37.5 last I checked.

I maxed my 93%. But, I would not max a 100%, no way, that would be a horrible mistake.

Never saw 100% IV, but maxing my 15-14-15 kyogre.

Worth every bit of your candies and stardust. I caught 2 perfect kyogres and i maxed one of them already. If you are low on candies and stardust, just bring it up to level 30 for now. Kyogre will be a great water attacker for a long time. Go for it!

I’m on my way of maxing out my 98+% Kyogre, it is level 31 now!
Among my 41/65 catches, this one came in as the last a couple of catches! All you need is a high IV to power up!

Got my perfect Kyogre to lv36, that's my current stop for weather three (need to get a better Rayquaza though)

I have a 69IV Kyogre that I'm eventually going to max out. It's the only one I have.
