I have a legacy 75% Lapras. Should I power up?

I found an old Lapras with legacy moveset.
I know that Lapras is 2,5/5 rated and enough weak in attack stat. In the meta, ice-types Pokémon are not usabile, but I always liked Lapras and I would have one good, whereas at the beginning it was hard to get in my location. What would you suggest?
Is this wasting resources?

It has no use for the foreseeable future. I’d bring it up to 30 for defense purposes

I think it mostly depends on your team and if you have the resources to waste. If you aren't in need of anything major you could power it up and use it on dragons and to anchor your raid team. It would also be a solid defender. It's certainly just as usable as the other bulky ice types. As far as need, it isn't needed unless you are afraid to take on a dragon with dragon.

You have plenty of stardust, and you can always get more. You like Lapras, and this is a good legacy double ice moveset. He is usable as both a defender and bulky ice attacker. And 75% with a 13 attack IV is fine for a legacy mon. If you want to power it up, I don't see any reason why you shouldn't.

I have some similar Lapras, which I have a soft spot for.

I powered up four of them to lvl 40 and used them together with two Articuno to duo a Rayquasa, when snowing. My partner had the same team set up.

They are not useless, but not in the top tier.

I have a 100% maxed out Lapras that never sees a gym because where I live has Machop spawns and everyone can down my Lapras with that. I would rather put a Chansey, Blissey or Snorlax in a gym, with Machamp counters in between, because at least it has moves that are SE vs Machamp.
