Desbite the effectiveness of bubble, its actually not a very good attack move. If you are going to stomp the enemy with out dodging, you might as well just use a dragonite(or any of your 2600 cp). If you need to dodge against a strong enemy, well then you are fked with bubble... This 100% poli is worth keeping for life, but not worth powering up. ( his good at defending sure, but why would you put a low CP cap defender in gym just to get kicked out first...? )
