I caught a Shiny Kyogre that had the lowest possible IV's. Somebody told me that it's rarer than a perfect shiny Kyogre. Is that true?

It would be equally rare...

Basically when you calculate IVs from a raid, you roll 3 dice and add 9 to each result.

So a 15/15/15 (perfect) requires you to roll 6/6/6.
A 10/10/10 (worst) requires you to roll 1/1/1

Both of these have a likelihood of 1 in 216.

Any stat distribution has the EXACT same likelihood though. A 14/11/12 also has a 1 in 216 chance of occurring. It's just that people won't really differentiate that from a 14/12/11 or 14/13/10 or 14/10/13 or 13/11/13 or etc... and thus they think it's less rare. It isn't though - any specific set of IVs (including order) is equally rare.

So what I'm ultimately saying is that while some people may disillusion themselves into thinking Zero IV Pokemon (or 10/10/10 raid pokemon) are "cool" - they're just proof that you got the worst luck possible. There's nothing else special about them.

For species that are only available through raids, research and/or eggs (such as legendaries and Absol), 10/10/10 and 15/15/15 are equally rare. 0/0/0 is impossible.

For species that are also available in the wild, 0/0/0 is much rarer than 15/15/15.

For species ONLY available in the wild (no raids no eggs no research) then all specific IV distribution are equally possible.

Weather boosting (even if infrequent) makes 0/0/0 rarer than 15/15/15 for wild catches too.

I'm not sure if a species like that exists. Almost everything has been hatchable at some point. And like hkn said, weatherboost makes 100% more common even if the weather type is rare.

That's a bit misleading, though. While 14/13/10 may be a unique combination, it works out to 82% and there are *multiple* combinations for 82%, ranging from merely re-arranging those numbers to pulling 15/12/10 and other variations. A 100% only has one possible combination and, within the context of raid-exclusives, so does a 66.66%

0% IV is rare, therefore some people keep them for collection purposes. I'm still keeping every one of mine, but there are only 12 so it's not a huge commitment for my storage space.

I was keeping a 0 IV pikachu with a hat and several others for possible trading; now that IV's will be re-rolled in some fashion not sure what I'll do. Definitely transfer my NNN (all 3 stats the same)...

I would value a 0/0/0 the same as a 1/1/1. Which is not much at all.
