Hypothetical Max Pokémon question
Let’s say Niantic decided to give everyone a gift of one super rare candy that could be used to fully max any one Pokémon. Would you max:
1. something you were intending to max anyway (eg 96 IV L20 ttar)
2. Something you’ve been keeping because it’s awesome but had no intention of ever maxing because it would cost way too much (eg 100 IV L2 dragonite)
3. Something fun that you wouldn’t otherwise put a single candy or dust into (eg 100 IV L15 shuckle )

I'd certainly choose option 1, as option 2 is non-existent for me. While my list of things that I intend to max out is large, I want to max out any 100% pokemon I have (20 so far, but many are very low on the list).
Which of the pokemon I'd max out with that super candy would be a tougher choice, though:
- 98% lvl 20 Raikou
- 100% lvl 6 Dratini
- 100% lvl 16 Exeggutor
- 100% lvl 17 Gyarados
- 100% lvl 26 Ralts (not enough candy to evolve)
Those are in the top of my list and are to be maxed at some point soon after I have collected the candy. I could max out the Gyarados already, but I'll wait with spending the dust until after monday, when I have hopefully caught my very first Mewtwo (whether it's worth going to 40 or only to 30).
Your example of category 2 would be in category 1 for me actually. 100% Dragonite is worth maxing from L1, same goes for Tyranitar and other long term meta monsters. The cost from L1 to L20 is not much.
I would probably just save the candy and end up never using it because there could always be a better candidate.
