Is Hydropump a legacy moveset for Vaporeon?

Hey all! So I recently tried to use a charge tm on one of my vaporeons with AT because I have yet to get one with HP and it turned to water pulse. No biggie I thought I'll just use another charge tm. Nope, when I used that one it relearned AT. Used another tm it learned WP. One more final tm and again I got AT. What kind of rotten luck is this, unless HP is indeed a legacy charge for Vaporeon?

That's exactly why you don't use a charge TM on a good moveset. I like AT more than HP but WP sucks. Hydro Pump is not legacy, but you have a 50% chance at getting the other move as well.

Yes I personally like AT as well, but I also don't need three of them. As I said before I've never gotten HP before so I figured I might as well change it because why not? But looks like it's as I feared and that I just have poor luck. Oh well
