How rare is shiny Lugia?

Is it dependent on the encounter method, whether it's from a raid or as a research breakthrough encounter reward?

I was lucky enough to get a shiny Articuno on my only research breakthrough and others in my Discord group have also reported the same for other birds in December, which makes me think that the possibilities are somewhat higher, but the sample size is just ridiculously small.
