A) You already have 3 Machamps at L40? A fourth one doesn't add much to your team unless you battle Blisseys a lot in gyms and like not having to heal your mons in between.
B)) Ho-Oh doesn't do much that is useful, maxing it out would be mostly for vanity reasons.
C) Your psychic team does not need upgrading, Machamp solos are cakewalk with that team.
D) 6th Tyranitar is fairly good idea.
E) Honestly this is the best option. You will want to max out at least 1 Groudon when you get a good one, probably multiple Metagross and maybe a Salamence too depending on how many maxed Dragonites you have.
If your Gyarados team for Groudon isn't already assembled, it would be worthwhile to spend dust to get them to the breakpoint and maybe even max out a new one. A month is a long time to collect new dust and you'll get good return on your investment if you raid Groudon actively.
