How much do IV's actually matter?

So I caught my first legendary today(Raikou), and considering how often there's enough people to raid one there's a decent enough chance I won't get another one. The only problem is that he's 10/11/10, almost the worst possible IV, although he did get optimal moveset. How big is the actual difference between this Raikou and one that's 15/15/15? I'm not asking if I should power him up, I'm pretty much going to no matter what.

If you are pretty much gonna power it up no matter what...

then the one thing i do suggest you do, is wait till the end of the month to do it.

You say that most likely you wont get another...but you never know, its possible. You managed to find people to beat the raid once...so it can happen again.

And think about this....if you did manage to beat another Raikou raid within the month...then the Raikoui you have the chance to catch, is pretty much guaranteed to have better IVs than your current one...and it could have much better ones too, never mind just slightly better.

Basically, if your now has 10/11/10, if you do get the chance at another...its pretty high chances hes gonna be better than 10/11/10...and therefore a better investment for your resources.

So I say just wait and power up after they switch.

Keep your eyes out for another raid, its possible.

(A/D/S)
10/11/10 L39 TS/WC Raikou beats a 15/15/15 L39 B/HP Gyarados in ~21.5 seconds.
15/15/15 L39 TS/WC Raikou beats a 15/15/15 L39 B/HP Gyarados in ~20.0 seconds.

With that being said, I agree with the 1st poster and would recommend you wait until the bosses rotate, as there is still awhile left before the 1st rotation and you are basically guaranteed better IVs.

I think IVs matter because they are the only thing that is forever and can never be changed so I try not to spend dust and candy on something less than 90% (I made two exceptions for a 87% double ice Lapras and a 89% RT/SE Golem).

I got a 15/15/13 Raikau and I'm guessing it will probably be the best one I will get but I'm still going to wait for the full month before powering to make sure I don't get a 98% or perfect one before investing those super precious candy on it.

Higher IVs mean fewer powerups required to hit damage breakpoints, which are different for each defender you are attacking. Against Suicune raid boss, Raikou's Thunder Shock with 10 atk IV has its final damage breakpoint at level 33, whereas 15 atk IV has that breakpoint at level 31. So in that matchup, 15 atk IV versus 10 at IV is worth four power ups at 24K stardust and 24 candy.

My particular case the damage provided by the fast move much more important to my overall damage, my charge move always spins back and occasionally gets missed due to fainting (wild charge hurts even Rhydons)

That's how I like to see it as well. Since very very few mons gets maxed out these days, IV's is basically a question of how many power ups you have to do. Sometimes people (including myself) obsess about whether their mon has 15 or 14 attack value, which in most cases is equal to one single extra power up (or maybe two).

1 IV step= +1 stat above base stat at lvl 39,5

The CPM is about .79 at level 40. A range of 15IVs provides a difference of about 15*.79 = 11.85 for each stat.

It seems like I have something to learn here. Would you mind elaborating?
