How many maxed kyogre needed to solo claydoll?

I could put up a team of:
Gengar lvl 30 sc/sb
Kyogre lvl 40 wf/hp
Kyogre lvl 30 wf/hp
Kyogre lvl 25 wf/hp
Kyogre lvl 25 wf/hp
Gyarados lvl 30 wf/hp

Do you think this is sufficient on an Android phone?

It is not even close without weatherboost. In rain, drop the Gengar and you should do it easily.

If you want to solo it in neutral weather you need to max the Gengar or a second Kyogre and follow up with some L30 Kyogres to finish the raid once you've gotten ahead of the clock.

Gengar is good, but close.

Kyogre needs to be powered up to the 17 damage breakpoint.

Perfect level 30 SC/SB Gengar has a time to win of 180+ seconds against all movesets. It is not good without powering up.

If you have pokemon that can get you ahead of the clock (sadly for original poster it is only his kyogre) then having something slightly behind doesn't hurt so much. L30 SC gengar is still vastly superior to L30 gyarados, for example.

You can do it with two maxed kyogre for sure, one kyogre can get it to the yellow with a little luck.

Max the gengar first, to buy you more time. But remember every gengar (vs gyro ball) is only going to last around 28 seconds or so without dodging. You will need at least three of them to last you till the end without dodging.

If dust is not an issue I suggest maxing more gengar. If rare candy is not an issue, max another kyogre.

I won a Claydol (Confusion+Physic) this morning, using the line up below. (Cloudy Weather)

A few, but relevant notes;
- You only need two kyogres to win (save rare candy). Power them up to the highest break point. Gengar is only secundair.
- You need to aim for 4 Hydro Pump per Kyogres, so put in some dodging if necessary. This is the single most important note, especially if you are fighting a Physic Claydol, other move sets are easier and give more space for errors
- You'll fight with Kyogre about 80% of the time
- Try to let your Kyogre die by a charge attack, or (as happened this morning) your 4th slot Pokemon will faint instantly.

Commenting on your personal situation. You'll need at least another Kyogre to hit break point in order to be successful.

I guess you should be fine after wards. If not, considering to power up your Gengar even further. Having shadow claw is a very useful move set.

I was able to solo confusion gyro ball no dodging yesterday on android with the following:

lv40 Gengar 15/15/15 H/SB
lv36 Kyogre 15/11/15 W/HP
lv34.5 Gyarados 15/13/15 W/HP
lv34 Mewtwo 13/14/14 PC/SB
All stats are A/D/S
Timer started at 176, beat it with 6 seconds left. Did it on my 5th attempt, the key for me at least was switching gyarados out after the last hydro pump it could get off.

As for your situation, the lvl 40 kyogre will help a lot, but at the very least I'm guessing you need to get either another kyogre or your gyarados to the last waterfall breakpoint (36 or 34.5 for 15A respectively). And as others have said max out that gengar if you've got the resources to do it.
