How likely is Psychic to return to two bar?

I would not count on it. From the point of view of the Gamemasters is does make sense to change old moves to become weaker and to introduce new moves as strong. This way the old players get something to do, as they have to reassemble their new team. And young players get a chance to catch up. Making old moves stronger would be counterproductive. BTW, I expect something along this line to happen to IVs eventually. An increase of the IV-range from 15 to 20 would downgrade all the accumulated 100%ers to a mere 75%, and currently great 82%ers to meh 62%.
If they do what you are saying to IV's then automatically I would leave the game and hope I am not the only one. IV are the genetic of the mon, changing them is a death to all we have done in the past year.
An eternal grind is not the solution for the game to stay longer relevant, all players have something to do if they keep introducing features, no need to screw your customers in order to try to keep them playing.
If Niantic introduces pvp, breeding, legendaries, abilities, trading, new generations and a loooong etcetera then all players would have always something to do, making their teams more versatile and grinding dust and candies for new mon as new generations come, not rolling your 130th Machamp hoping for the best moveset and spending resources from two months of grinding just to see all disappear in a couple of months.
I hope Niantic does the right thing for once, give us the chance of reroll or teach moves and add features to the game instead of making old moves no longer relevant and convert this into an endless farming without no reason.
I think if they listen to our feedback Psychic should become without any doubt a 2 bar move in the next update (gym rework), or at least balance its damage so it become the same as Future Sight.
This should only happen not only to Psychic, but to all moves that just got a better replacement making them seem "useless". Another way to make them relevant again could be giving the ability to inflict some kind of "stat" on the openent.
For example, Psychic will still do less damage than Future Sight but using it you have a chance of lowering the enemy Defense.
There are not a lot of fairy moves in the main series games. The only one that can be learned by a lot of pokemon is Dazzling Gleam (because it is a TM).
For a fairy quick move, Niantic would need to either repurpose Dazzling Gleam, ignore learnsets from the main series games, or invent their own fairy type move.
